About BSCAA

The Building Service Contractors Assocition of Australia (ACT Division) has two divisions - Cleaning and Security. There are 28 members in the Cleaning Division and currently 6 members in the Security Division.

It is anticipated Security membership will increase substantially when current Master Licences expire prior to August 31 and the holders are required by legislation to join an approved industry Association.

Contract Hourly Rates for the Cleaning Industry



The table shown in the "Downloads" section attached to this page, shows the breakdown of a contract price based on an hourly rate for part-time and full-time employees employed under the Cleaning (Building & Property Services) (ACT) Award, by companies paying pay-roll tax and those who do not.

All labour related costs except public liability are statutory and legislated costs. However, public liability is essential and has been costed at 5% of wages plus superannuation. This rate will be substantially higher for retail contracts.

Depending on the type of employees, the table shows that anything less than the stated dollar figure does not allow all statutory costs to be met by the contractor.
Example: Contract with part-time day employees, employer paying payroll tax:
Total labour related cost of $23.59 represents 83% of the contract price before GST - $28.35

Any such contract awarded for $24/hour or less means one or more statutory labour costs cannot be paid in full, thus the contractor would be in breach of various legislations.
